But if you ask a question and the person replies with "will talk to you later" it means he/she doesn't or can't talk right now and will discuss your question later.

It is used quite often in US English between friends. It doesn't have a negative connotation in this case. And it doesn't imply that the person will talk to you later in the day.

i often hear it with the meaning of "Bye" or "see you later" or the like to finish a communication.

I don't really know what you don't understand about this. I/you/he/she/we/they, who could talk to you on this occasion, do not wish to do so, but will talk to you on a later occasion.
There is sometimes a slight touch of menace about this, the talk to take place later may be some sort of rebuke or disciplinary admonition; but this is not always the case.
Or do you really want this in some language other than English?

It could possibly imply that you are being given the brush-off, that no-one will in fact talk to you later, but there are more common expressions for this: "We'll be in touch", for example, very likely means that they won't contact you again.

Simply means " I don't have time to talk now I will talk to you next time I see you

"How are you Jack?" "Good, I am busy" "Ok than I will talk to you later" (when you are not busy)

"You crashed the car?" "Yes!" "I will talk to you later, when I get home"
(When I see you and look at the car ,and cool down a bit)

"Hi Bill, have you got a minute?, I want to see you about your expense account." "Yes I am busy, I will talk to you later"
(This is the brush off, Bill has to think up the reasons for the spending too much, and may want breathing space to prepare for the meeting)

"HI neighbor, can I see you about that cat of yours?" "Umm I will talk to you later" (Another brush off, never wants to talk to him about the cat)

And we also just use it to close a conversation, without any meaning at all but to say I will talk to you next time I meet you.
