To post is to transfer in this case. A bond is a "written obligation to pay or forfeit a sum of money upon the occurence of a specified event - particularly some default by the person whose default is being guarded against (personal bond), but in most cases is provided - for a fee - by a third party such as an insurance company (surety bond)." It would appear that the cardholder has to transfer a surety bond to the credit card company to cover emergency cash provided by the credit card company.
