- Will keep construction activities/facilities outside of aquatic/riparian habitat to the maximum extent possible to avoid impacts to steelhead and Chinook salmon fisheries
- Will tunnel under Coyote Creek and the Guadalupe River to avoid impacts to fisheries.

Does fishery mean "a natural place for fish to hatch" or natural habitat here? From the context, there are no man-made establishments.

May or may not be a natural habitat. In the case of rivers and designated areas in the high seas it would be.

The word fishery can mean different things but I think that in your context it probably means the area occupied by the salmon and which is used for the commercial harvesting of these fish. See more definitions below.
