Going-concern Capital vs. Gone-concern Capital

Dear Colleagues,

I am trying to translate the two adjectives: "going-concern" and "gone-concern" into Arabic, but couldn't because simply I don't understand the meaning.

I would highly appreciate it if you could kindly explain the meaning in simple words or just rephrase it for me.

The context goes as follows:
Tier 1 capital is “going concern” capital, whereas Tier 2 capital is “gone concern” capital

Sorry I missed the "capital" and just read the "going concern".

"The capital proposals draw a distinction between Tier 1 Capital, which is referred to in parenthetical references as “going-concern capital”, and Tier 2 Capital, which is referred to in parenthetical references as “gone-concern capital” – that is, capital that acts as support for depositors in receivership, bankruptcy or liquidation but has less of a role in preserving the bank as a going concern."
