It does But in practice I think it's just a vivid way of saying "shoot them"; "up their asses" is just hyperbole, and I don't think that in practice this implies specifically shooting them up the rectum. If you listened to gangsta rap, Tony, you'd be familiar both with "bust a cap" and "ass" used as a metonym: "your ass" (yo' ass) means "you". I think "bust a cap up your ass" means the same as "bust a cap in your ass": shoot you.

No! 'up their asses' means 'in their rectum', not in their faces!

As for 'busting a cap', I am not familiar with this expression, but it certainly does sound like 'firing a shot' — 'cap guns' are the sort of pretty harmless toys used by children, but I suspect is being used here to refer to 'the real thing'.
What unsavoury people these must be!

“Bust a cap” meaning and derivation

I've always believed that the phrase "bust a cap in yo ass" was for:

To shoot an individual with a gun.

Whilst trying to figure out what the cap actually meant, I ran into this alternate definition/footnote:

This is not a new phrase as much of the Rap culture would like us to believe. Instead it is an old phrase to shoot someone. Reference to cap is a word for powder cap used in percussion guns popular in the old west. This phrase is used in the 1969 movie titled "True Grit" with John Wayne, Glen Campbell, Dennis Hopper and Robert Duvall.

Line by Ned Pepper (played by Robert Duvall) "I never busted a cap (bust a cap) on a woman or nobody under sixteen. But I'll do it."

The origin of bust a cap meaning to discharge a firearm has become a general threat of violence with the implication that a gun will be involved. To threaten to bust a cap in someone's ass is also not intended to be anatomically specific, as kick ass or whip your ass are not descriptive of specific actions against someone's posterior. Ass as in "your ass" "my ass" etc refers more to the whole of the physical person.
