I'm not sure.
Jack could be right and it's simply a question of not having had to make previous purchases to avail of this offer.
But it may be that they are saying your credit-worthiness does not have to be pre-assessed. I suppose it really depends on how much the items cost or if they are being sold on an invoicing rather than cash basis...
