What is a [performance-based mobile and network company]?
I know mobile and network, of course, but what is "performance-based"? I can't find the exact definition of a performance-based company. Would you explain it?

so performance here for mobile and network company is mostly about the coverage, apps, games and whatever else you might need being easily accessed at all times and all places...

Competing on performance delivered

... rather than on e.g. price. Unlike AlllegroTrans (see comment posted by AT to gallagy's answer), I am not so sure that "performance-based" is necessarily an Americanism. I don't think it would have sounded odd to me even 40 years ago and I have never set foot in the US (though it is difficult to think oneself back in time).
