what does it means when a person call someone "cuckoo head"

It means that the person is silly, stupid, not quite with it. The person probably doesn't reason very well. It's not a very harsh insult. Little kids use it.

The cuckoo bird is referred to as a silly bird because it doesn\'t really do much for itself. It uses other bird\'s nests, so some think that it doesn\'t even know how to build its own nest.
