Headhunting = the act of searching for human resources to be part of the workforce; headhunter = a person (or more usually an agency) that does this work. A very common term in HR.

While headhunting is indeed recruiting top-level people for top-level jobs, the people who are headhunted are usually in a top-level post already and are not necessarily looking to change. The headhunter approaches that person with an enticing (better) offer. Headhunters are looking for specific people for specific jobs, not just 'anyone' with suitable qualifications. It is very targeted.

: You are right, it is specific people for specific jobs, often but not always top-level. I used to work for a compter company, mid-level, and was headhunted (unsuccessfully) perhaps half a dozen times.
