The context is:

- In Wales, there are 22 Unitary Authorities including the city of Cardiff (here today), the Welsh national capital.

- In Scotland there are 32 Unitary Authorities including the city of Glasgow, which is here today;

I have one more sentence, but in all of them the structure is the same: "This country is divided into xxx units including the city of xxx, (which is) here today", but I quite don't see the point in saying that. Maybe because of the changing and special administrative structure of Great Britain? How could I translate it in the text? As I see it, it has nothing to do with "here today, tomorrow gone". Thanks for your help.

Sorry, didn't notice your answer to Luis Javier. The only other thing that occurs to me is that some of the cities mentioned had a different name in the past and "here today" points out that it's the current name.

I'm afraid not, as I've told to Luis Javier, because the text is going to be published, not used as part of a lecture (unless its origin was a text to be spoken and the author reused it for the publication without reviewing it too much)

Si el contexto lo permite, puede tratarse de una referencia al hecho de que un representante de la ciudad está presente en la reunión o seminario o evento... "Está presente aquí hoy"

Ya lo había pensado, pero salvo que sea un error que se le haya colado al autor al "reaprovechar" un texto que usó en una conferencia, no puede ser porque esto es para una publicación. Muchas gracias de todos modos

I think Lydia's idea makes a lot of sense - it sounds as if it is talking of delegations or representatives of the city that are present -
