Identification documents can be classified as primary, secondary and unacceptable.
Unacceptable items of identification are those which are generally quite easily obtained through duplication or theft, and the issuing authority verifies little or none of the personal data before issuing the document to almost any person requesting it; and it contains little, if any, of the personal data contained on a primary piece of identification. The following are examples of the kinds of credentials, which this institution considers unacceptable as items of identification for opening a new account:
- Welfare identification card.
- Social Security card (unless utilized in conjunction with social security number verification procedures).
- Temporary driver’s license.
- Club or association card.
- Grocery store check-cashing card, which does not contain the bearer’s photograph.
- School identification card.
CAN ANYBODY PLEASE EXPLAIN TO ME WHAT THE DIFFERENCE BETWEEN "WELFARE" AND "SOCIAL SECURITY" IS?
I WILL HIGHLY APPRECIATE INPUT FROM U.S. CITIZENS.
IMHO, THESE TWO ITEMS ARE BASICALLY THE SAME, PARTICULARLY IN THE CONTEXT OF THE OPENING OF A BANK ACCOUNT.

En los Estados Unidos el numero del Seguro Social es algo parecido al de la Cédula de Identificación Personal, o el Documento Nacional de Identidad... O sea, que se le expide a una persona y le sirve para toda la vida... A traves de este número se pagan impuestos al gobierno, y se reciben pensiones.
Otro documento identificativo es la tarjeta para conducir o licencia de manejo... aunque este documento lo expiden los diferentes estados, y cuando una persona se muda a otro estado, necesita solicitar una nueva licencia de manejo.

La tarjeta del Seguro Social es similar a una tarjeta de identificación fiscal, que se expide a los ciudadanos y a los inmigrantes (en cuyo caso se indica en la tarjeta "solo válida con visado")... Al no existir un documento nacional de identidad (otro que quiza el pasaporte) se pide en muchos lugares como prueba de identidad, aunque no tiene fotografia.

No, these are not the same at all.
Social Security Card is something every single citizen has (althought it can also be obtained by certain non-citizens) and it is used as a document that certifies the individual is authorized to work in the US. Social Security number is also used for a variety of other important purposes, such as establishing a credit history, obtaining loans, opening accounts, even installing a phone service etc.
This document does not contain a picture and it is called Tarjeta de Seguro Social

Identificacion/Tarjeta (de Beneficiario) de Asistencia Social
