Sí, coincido que no se trata de un niño/a adoptivo/a. En California, por el canal Univisión he escuchado los programas de crianza temporal que hacen referencia al "foster care".

"hogar sustituto", aportado por Mariana, me parece adecuado también.

the foster child is a child you have adopted temporarily until child protective services or the state decide what to do with him/her. Sometimes it is returned to the parents, but sometimes they are adopted by the family theat has foster care. Sometimes they are adopted by another family member, sometimes they are adopted by another family. The point is they are your adoptive children with all the beneffits of an adoption, except it is temporary and sometimes leads to a permanent adoption.

Es cierto que es una adopción temporal. Con suerte el resto del texto te da la opción de explicarlo, pero si lo decís una vez en alguna parte del texto no creo que necesites repetirlo, y a partir de entonces podrias decir simplemente hijo adoptivo.

"Foster child" NO es hijo adoptivo, sino de crianza. Se trata del caso en que un organismo gubernamental otorga la "custodia temporal" de un menor a un adulto o una pareja adulta para criarlo porque la familia original ha sido de alguna manera descalificada judicialmente (por ej., situación penal, violencia doméstica, alcohol, drogas, etc.). Al tratarse de una custodia temporal no debe confundirse con adopción, que sería permanente.
