Could be, but we really need to know. If it's got something to do with Romania (previous question) then "province" can be "provincia" as that's what they use for regions. Also there is no easy way to translate "is to know the same" without knowing more.

Skúste sa zamyslieť, napr. v prípade investičného projektu:

Nemôžete niečo nezverejniť osobe, ktorá v rámci svojho poľa pôsobnosti musí o faktoch uvedených v zmluve vedieť (napr. pracovník banky v ktorej vybavujete úver), alebo úradu ktorý o týchto faktoch musí vedieť taktiež (napríklad Úrad životného prostredia).

I still don´t know what does it really mean. Could it be like "ktoreho pole posobnosti je vediet to iste alebo s prislusnym uradom"? It does not make sense or is it just a wrong translation into English at all.

agree Rad Graban (X) : I think that "príslušný správny orgán" would be better than "príslušný úrad" as it can be a single person.
