FUNCTIONS OF THE PERMANENT REVIEW COURT (MERCOSUR)
The PRC is the judicial authority responsible for hearing and deciding on the following:
• Advisory Opinions, which may be requested by all member states acting jointly, the decision-making bodies of MERCOSUR , the High Courts of the member states and the MERCOSUR Parliament;
• Revision for appeals against the decisions of Ad Hoc Arbitration Courts raised by any party;
• Acting on single instance in case of disputes (for review only);
• Review cases in which member states activate procedures established for exceptional emergency measures.

: согласна с переводом, но не согласна с объяснением, т.к. речь идет о MERCOSUR и исключительной подсудности этому суду дел по (в данном случае) пересмотру решений предыдущих инстанций. Здесь "single instance" равнозначно "unique instance".
