The GEF is always looking for financial arrangements within projects, which are defined as any financial means to generate revenue or secure income to support project outcomes. The GEF has criticised most past projects mainly because the financial arrangements in were based on inadequate information and did not prepare plans to develop long-term financial resources to sustain gains made by the project. Another criticism is that projects often ignored the potential linkages between capacity-building and the generation of revenue that a project can generate.
