folium in vento
Or 'folium in flamine'. 'Ventus' means 'wind' in general; 'flamen' is a wind in motion, especially a brisk wind.

One could also say 'folium in aura'. 'Aura' means properly 'breeze', which of course indicates a wind in slower motion than a 'flamen'.
