=tenseki koke wo shoozezu:
The above proverb sounds close to what Charles implies. However, I admit it's not actually a Japanese-born one, but a Greek maxim which says "A rolling stone gathers no moss."
I hope Charles gives a bit paraphrasing to the text, thank you.

Theory of social evolution as advocated by Spencer, et al. has become a part of the Japanese language, and comes closest to the idea of "progress is constant change." Admittedly, it is not a kotowaza.
