Driving while impaired, under the influence of alcohol or illegal drugs, or refusing a sobriety test.
ALC has "〜障害”for 2-word combinations starting with "impaired", but that isn't exactly right in this case...

I think impaired driving is translated 飲酒or薬物運転. but in this case, I would translate...
Driving while impaired, under the influence of alcohol or illegal drugs, or refusing a sobriety test.
