If it is a small balloon, as KathyD suggested below, it is called mizu yo-yo.

more specifically, if it is a handheld balloon, it can be called mizu yo-yo, but if it is bigger than that, say, too big to hold 'in' your hand, then it is definitely mizu-fuusen.
