From the drawing(s) (tamper 217) it is a mass of material located around the core (for delaying any kind of escape)
as it were 'sigillato' and actually 'tampering' means 'manomettere'

Un oggetto che svolge una funzione di questo tipo secondo me è uno stantuffo, anche se ovviamente è uno stantuffo più complesso di quello di una siringa (se no non ci vorrebbe un brevetto di venti pagine per descriverlo). Un'altra possibilità è chiamarlo in un modo più generico ("azionatore" o qualcosa del genere), ma come "involucro isolante" proprio non lo vedo.
