The expression "here you are" is usually said by a person who gives something to somebody. I lived 8 years in England. Therefore I know.

: I'd say that "eccoti le mie scuse" means "here are my apologies"... In Italian "Eccoti" might mean both "here you are" and "here's to you" (BTW, "eccotelo" means something like "here's to you", not "here you are" - Mimoza, in this case, is wrong)

I would agree, as he is identifying what he is giving - were he to hand the letter over without specifying, he could say "As for my apology - here you are / here goes / here it is"; lots of options in English too, with different shades of meaning :)
