It is a shorthand way of saying, for example 'in the country where the construction work is taking place'
So 'based in-country' = 'tinggal di negara di mana diselenggarakan pekerjaan konstruksi itu', misalnya.
As far as I know there is no equivalent shorthand expression in Indonesian and you may have to add a few words to identify which country is intended. If the report comes from this country, you might decide to keep it simple by using "here".
