I submitted the non-complete answer by mistake. I meant to say that Credit rating agencies (CPA) are חברות דירוג אשראי, so if the text deals with the credit, than this is what the term rating agencies refer to. so in this case the translation should be סוכניות דירוג or חברות דירוג
