What is the meaning of plenary? Does it simply mean that attendance is mandatory for all members of an organization or committee?


At its 381st plenary session on 25 and 26 April 2001 (meeting of 26 April 2001), the Economic and Social Committee adopted the following opinion by 92 votes to 21, with eight abstentions.

Der Ausschuss verabschiedete auf seiner 381. Plenartagung am 25./26. April 2001 (Sitzung vom 26. April) mit 88 gegen 17 Stimmen bei 10 Stimmenthaltungen folgende Stellungnahme:

Lors de sa 381ème session plénière des 25 et 26 avril 2001 (séance du 26 avril 2001), le Comité économique et social a adopté l'avis suivant par 88 voix pour, 17 voix contre et 10 abstentions.

Na 381ª reunião plenária de 25 e 26 de Abril de 2001 (sessão de 26 de Abril de 2001), o Comité Económico e Social adoptou por 92 votos a favor, com 21 votos contra e 8 abstenções, o presente parecer.

En su 381º Pleno de los días 25 y 26 de abril de 2001 (sesión del 26 de abril de 2001) el Comité Económico y Social ha aprobado por 88 votos a favor, 17 en contra y 10 abstenciones el presente Dictamen.

Vollversammlung

According to the OED a plenary session is one that is attended by all participants at a conference or assembly. At a conference there are often workshops that are attended by those who choose to. Whereas everyone is expected to attend the plenary session.

General

The derivation is from Latin plenus = full, satisfied, but I think the meaning in this context is, loosely "Full session", as opposed to a session which is devoted to a particular interest or group. Sometimes organisations have rule that say that certain decisions can only be made in plenary sessions.

I am fairly sure that it does not mean that everyone has to be there.

But hopefully someone else will give us a more authoritative answer.
