'purpose-built' is not very clear for such camps What is probably meant is prefabricated camp constructed according to predefined (UN?) guidelines pertaining to hygiene, heating, food etc. , rather than one hastily put up to temporarily house refugees. Cyril's "spécialement conçus" is on the right track. The notion of 'permenance' is also implied.
