I'm not seriously suggesting this as a finished translation, but I think it gets closer to the meaning of the source text than either of your own original proposals.
There are lots of jobs where "they also serve who only stand and wait" — and people sometimes feel pressure to take some visible action, when prudence might suggest otherwise, simply in order to show their bosses that they are at least doing something.
