Merit is a term subject to various meanings, but in the legal context, merit refers to a claim which has a valid basis, setting forth sufficient facts from which the court could find a valid claim of deprivation of a legal right.

odbaciti nešto na temelju očitih dokaza

nisam siguran...

manifestly = očigledno
devoid = odbaciti, lišiti..
merit = bit stvari, zasluga, vrijednost....

disagree Daryo : "devoid = odbaciti, lišiti.." here it's not a verb, it's an adjective " devoid of ..." qualifying "it" (i.e. the issue of impartiality)
