But it typically takes PC makers longer to take the final RTM bits, test them and preload them on new machines, Goldberg explained.

"Today's announcement essentially means Windows Vista is delayed until 2007," said Joe Wilcox, an analyst with Jupiter Research. "While Microsoft says software will be available to businesses through volume licensing, the company's own financials show that a small percentage of customers purchase that way. Most businesses buy Windows on new PCs, and these won't be coming until 2007.""

: Cycle in and cycle out, cycle through and cycle down. Anyway, we can cycle around quite a while till we got recycled.

那在“Volume licensing customers can cycle in (Vista) in a couple of weeks”里什么意思呢?

如果有人说“I'll be back in a minute”,是说“我一分钟之后回来”,而不是“一分钟之内回来”。

On second thoughts, I could be wrong. This 'cycle' could mean 'take a ride'. So the possible translation is: However, I need the preceeding contexts.

Boy. I just noticed 'cycle IN IN...'. So I think my initial reasoning is more plausible.

That means you will be back AFTER a minute.

Discussion
Microsoft will release to manufacturing all of the Windows Vista versions, or SKUs, in 2006, as planned, company officials said. But the Vista RTM date, which Microsoft declined to specify – but which many company watchers expected to be slated for late summer 2006 -- will be a few weeks later than the company originally had hoped. As a result, the rest of the Vista schedule is being pushed back, accordingly, Microsoft officials said.
"Volume licensing customers can cycle in (Vista) in a couple of weeks," explained Brad Goldberg, general manger with Microsoft's Windows Client Product Management team. But it typically takes PC makers longer to take the final RTM bits, test them and preload them on new machines, Goldberg explained.
