Huijun Suo Jun 20, 2007:
Here 硷 is not a typo. According to Modern Chinese Dictionary, revised edition 1998 现代汉语词典1998年修订版:
硷,同‘碱’
I don't know if the new edition of this dictionary makes any distinction between them because I don't have it.
Huijun Suo Jun 20, 2007:
According to this article http://www.xlmz.net/forum/viewthread.php?tid=10447, 硷 was first used and later changed to 碱 as proposed by Chinese Chemical Society. They even held a meeting for that! Their proposal was adopted by State Language Work Committee.

Sorry, should be 'wipe' instead of 'scrub'.
Shirley Lao Jun 18, 2007:
无色或白色结晶粉末,能溶于热水、热醇和氢氧化钠稀溶液,微溶于水和醇,几乎不溶于氯仿和醚。无臭无味,在干燥空气中稳定,在水中长时间煮沸或强碱中则破坏。饱和水溶液pH为5.5。在自然界中存在于尿中,俗称尿硷。http://linyo.diytrade.com/sdp/232743/2/pd/577571.html
orientalhorizon Jun 18, 2007:
硷=碱, in spoken Chinese (in North China, I'm not quite sure about the south), 尿硷 just refers to the stains or deposited white accumulation caused by urine, so I think "stain(s)" is the right word fot it.

硷 is the same as 碱 (alkali). Such scales are usually alkaline in chemical property.

4 KudoZ points awarded for this answer. Comment: "I think '硷' is a typo here. Hence, I don't know for sure if it is just a stain or scale. The latter seems to make more sense here because the sentence says to scrub hard. There is no need to scrub hard for urine stains, but definitely for urine scale. That is why I chose this answer. Thanks, everyone."

urine stain/spot

if you are talking about carpet, flooring, it's normally stain. For toilet etc, spot can also be used.
Note from asker:
A typo? I have a strong feeling too that it refers to urine stains.
