Test Run Acceptance

--------------------------------------------------
If no test run acceptance is carried out within the 15 working days, the project is deemed as completed.
(The contractor wants to finish everything ASAP and get all the $$$$$...)

\"...the project SHALL BE deemed as completed.\"

\"车\" means something that could be running.
开车 start up (operation)
停车 shut down

According to the context, 完工 here means completion of installation (building, equipment, utility and etc.), while 竣工 means completion of the project. If applicable, a warranty period may start from the date when an acceptance certificate is signed. For a small project like this, “test run acceptance” should be good enough.
Last Hermit raised a good point. The phrase “deemed completed” or “deemed to be completed” is certainly better.

: With all due respect, "deemed completed" would sound better. For detail, please refer to http://www.bartleby.com/61/1/A0450100.html

I agree with Last Hermit on his explanation of project completion and acceptance. These two terms seem to self-evident.
