According to the context, 完工 here means completion of installation (building, equipment, utility and etc.), while 竣工 means completion of the project. If applicable, a warranty period may start from the date when an acceptance certificate is signed. For a small project like this, “test run acceptance” should be good enough.

Last Hermit raised a good point. The phrase “deemed completed” or “deemed to be completed” is certainly better.
