支付应该为Payment,如果您用Spending,那就成了支出系统。It is more idiomatic than the original indeed. I am not sure if it is for a state-owned enterprise, it should be more idiomatic. As I understand it, every company, proviate or state-owned, is trying to portray a professional image in public. That is why they use 支付系统 in the original Chinese instead of 支出系统.

I do agree with Bin Li as well, I have no idea of what "stone spay" could mean (maybe "spay" stands for system of payment and something else...). I just found out two sites translating in this way the term you asked for...
