"This (automobile ) model / model of automobile / type of car meets the Chinese Government's Phase III emission criteria that went into effect on January 1st, 1988" is my take on it. Am I wrong in thinking that the year given is 1988? HTH.

: The given year was '88 in ROC calender', you need to add '1911' to convert it to international format! Agree on the rest of the translation!
