　　第三，当前沈阳桃仙机场枢纽建设亟待落实的政策支持。一是航权开放政策。更多地开辟国际航线是航空枢纽建设的一个基本特点。根据有关专家的可行性研究认为，开放与沈阳航空枢纽相关的第五航权不仅是必要的，且是可行的，集团将争取国家和民航局能够及时开放沈阳天空。二是航线准入政策。争取民航局给予航空公司裁撤航线和进入沈阳桃仙机场及其周边机场的自主权。三是航空公司准入政策。根据沈阳桃仙机场枢纽建设的需要，尚需两个航空公司在沈阳建立分公司。争取民航局和地方政府及时批准，并请求当地政府在使用土地和税收上给予政策优惠。四是通关政策。请省市有关部门协调海关和机场口岸，给予沈阳经停的国际航空旅客更长的落地签证；采取“一站式通关”和“大通关”的方式，把物流通关时间缩小到最低限度。

Hi I think the source text here has to do with government policy about customs as applied to airport, hence I think "Customs policy" is sufficient.
