و من الرجوع الى السجلات يتبين أن هذا الحكم قد اكتسب الدرجة القطعية
Does this mean that the decision is irrevocable?
In an attached document it is mention that it's
"قرار قابل للاستئناف"

Is there any lawyer here that can clarify?

... is drawn to determine elegibility for appeal and one needs to know which country is involved and the law governing the case accordingly.
It may be that the appeal will be based on procedural or non-thematic issue dealing with the case, but the ruling is considered to be sound and conclusive in a thematic context. One would have to see the whole documentary background to see where the line

It seems the I was not clear enough. The same verdict once is called قطعي and in onther place it 's said to be "قابل للاستئناف". I am confused.
