This seems ungrammatical and only appears as part of a heading (see below). Elsewhere the document has tables which it calls matrices/matrixes (they are actually ordinary tables with problems listed on the left and solutions on the right). Could it be "planning matrix"? "matrix-based planning"? "master planning"? Here is the context:
