Le SGM met á jour le débit de cadencement dynamique tous les 10 secondes (par défault). Si un SG n'est plus contacté par le SGM pendant 30 seconds, il utilise le débit de cadencement nominal.

I still think it is "throughput rate". Other common terms used in networking to describe this phenomenon might be "transmission rate" or "data transfer rate".

I think you may be right about "d�bit de cadencement" being throughput rate and not "scheduler" based on the following sentence:
Configuration des Shaping and Grooming:
Principes des fonctions cadenceur et scheduler. (Scheduler is already used).
Here are two more sentences using "d�bit de cadencement", do you think "throughput rate would still make sense?

Un d�bit de cadencement dynamique minimal est allou� pour une r�gle de shaping sans trafic. Thanks in advance!

I can't tell you exactly, because it would reveal the name of the company (breach of confidentiality), but it is basically traffic management equipment (traffic flow between WAN and LAN, for example). Does that make it any clearer?

If you hadn't mentioned network traffic, my next guess would have been "scheduling rate" (as in the scheduler that allocates time slots to different jobs/processes in an operating system).
