My preliminary attempt at unraveling this mess.
The calculations for this commission are based on the total loan value of A and B minus the loan amount which has been claimed thus far and considering (calculating?) the as yet unclaimed loan amount *by means of a fictitious average drawdown*.
Is drawdown correct here? I found it in LEO and Google, but it sounds strange to me. This is not my field!

The calculation of the commission shall be based on the total loan amount of A and B less the loan amounts already utilized by that time whereas an assumed average utilization shall be applied (to the calculation)if the loan amounts have not been utilized as yet.

using a notional average loan amount for the amount of the loan yet to be claimed
I really don't think it means anything more than that an average loan amount is assumed in order to make the calculation.

: I would not use "claim" for Inanspruchnahme, but utilization of the loan, unutilized loan, not yet utilized etc
