Есть ли какой-то устоявшийся термин на аглийском? physiological permissibility в англоязычной литературе не встречается.

Ответ не предлагаю По причине меднеграмотности, но стало любопытно. physiological justification встречается в ссылках достаточно часто, в том числе в сочетании anatomical and physiological justification.

evidence-based physiological advisability of surgery

It seems to me that you need an antonym for "contraindicated", but "indicated" won't do because that omits the factor of whether or not it's OK for the given patient. Hence the suggestion of "advisability". I threw "evidence-based" in for good measure because it's somewhat appropriate to the context as a qualifier for "advisability".
