Now please note what it says about the same subject: "also, a charter is almost always a direct flight with the shortest flight time", so a connecting flight (as in changing planes) doesn't seem to fit here.

A charter flight is a flight that is chartered is a flight that is booked, reserved and planned specifically for the person, business or other party chartering it.
In other words, while commercial flights take place on a very rigid, pre-determined schedule, a charter flight is much more flexible, and tailored to the needs of the person booking it.

So, let's say French fans want to go to a match or concert in Finland and normally there are no scheduled flights from Paris to Helsinki, a charter flight can be arranged if there is enough interest from fans.
Also charter flights often fly to smaller airports in summer holiday season where there may be no (or few) scheduled flights the rest of the year. Or to the "North Pole" to see Santa Claus in December
Charter flights are also used for visits to pilgrimage sites like Lourdes or Fatima where like-minded people are going to the same place for similar reasons.
"connection" here just means the flight as it is your connection to get to where you want to go.
Note that there are also private charters where there may be a smaller jet, smaller number of people, be more exclusive or high end but, in general charter means non-scheduled
so no, it is NOTHING to do with a connecting flight, a different animal entirely

I just noticed in the additional info you posted these lines:
"The carrier may, without notice, transfer a passenger to another carrier for carriage, change aircraft, and change or cancel boarding at points indicated on the ticket.
- The day before departure, no later than 23:00, a confirmation voucher for the charter connection, including all changes, is sent by email."
In this case, it could be that your original flight has been changed by "the carrier" =airline and you are now to be sent details of the new flight that may have been organised or chartered from another carrier/airline to meet these needs.
Basically it is an airline saying they may have to put you on another aircraft and make other changes if circumstances so dictate.

I don't see the problems of a charter flight being a connecting flight. For example, the United States wants to evacuate some of its citizens from Afghanistan, a charter flight would take them from Afghanistan to Germany, and a regular flight would take them from Germany to the United States.

Do you know what is the purpose/function of a "voucher" in the travel industry?
Certainly not to provide information - it's not some kind of information leaflet. Even without spending few years in the travel industry, there shouldn't be anything puzzling in a travel agent's client being given a voucher for some services be it a flight or stay in a hotel.
BTW if it's a translation test supposed to show your grasp of the terms used in the travel industry, you should be doing it on your own.
1. If someone purchases a flight ticket, then they must know where they would depart from and where they are going. Why would they need a voucher with this information?
2. About your first note, I think the text means that there are no transit flights, otherwise the author wouldn't have taken the time to point to this issue, especially. Do you think the same?
3. About changing or cancelling boarding points, and also about the fact that there might be some changes occurring to the connection points (assumingly referring mainly to departure, destination or even transit points), wouldn't that mean it's not going to be a direct flight?

would make me think of someone already having a ticket for a regular / scheduled flight and taking a chartered flight to continue to the final destination. So this "chartered flight" would be in effect a "connecting flight" after the scheduled flight. That would explain why it's a "connecting charter" instead of simply a "charter flight".
Makes sense / agrees with the rest of the text?

Mostly points that include tips about vouchers, in addition to the context I included in the original post.
Note to Kiet: If a flight connects two places other than the final destination, wouldn't that be a connecting flight in the first place? Contradictory to being a direct flight.
And if by 2 places you mean the place of departure and the final destination, isn't that what any flight does anyway?
