SPAIN. This appears in the text about when the circumstances of a certificate holder change, requiring modification of the certificate. This looks like it should mean "power of attorney", but I've never it seen expressed this way before, so am seeking confirmation.

Not necessarily a power of attorney here. It's most likely referring to an electronic certificate that has been completed by someone acting as proxy representative for the actual owner of the certificate. If the proxy representation ends, the information in the certificate may become inaccurate or invalid.

limited representative authority
Compare a cessate grante of probate in E&W and that is limited in time and a Vertretungsbefugnis or 'Prokura' in German that is a limited authority for a managing clerk to sign, rather than a comprehensive Power of Attorney.
Attribute may not be the right word, rather authority or status. An attribute of a gestor in Spain - from my experience pre-gestoras era - would be a male of short stature carrying a number of files and folders.

I'm guessing it means that the person ceases to represent the organisation, so their e-signature is no longer valid.
