However, another (not alternative term) job specification is a detailed description of the tasks an employee is expected to carry out usually outlined in a job vacancy along with expected qualifications/characteristics etc needed for that role to 'function'. The reason I suggest this is because of the comment in the second paragraph about the "Umschreibung" including more descriptive information about different functions/tasks. Maybe roles and responsibilities is also a way of looking at it. Maybe this link might also help...

Not sure i see what you see. Seems to be an (abstract) description of a job role.
This (the above) requires/necessitates/needs (a copy of) the job description denoting the various realms of activity.
