How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Company X is is a limited purpose trust that was chartered in 2018 upon receiving a trust charter from the New York Department of Financial Services.

then you've gone terminally off-track. What you have in that sentence is a "trust charter" - the whole of - granted by the NY Department of Financial Services
Or might it be that by some curious coincidence, you are working in parallel on two texts related to the State of New-York, one about a financial institution, the other one one an educational institution?
You put as context "Bus/Financial - Finance (general) / Investments" for this question that is about a "charter" that is needed in the State of New-York to create a primary school or a library or a historical society, or some other educational institution. A charter that would be granted by New York State Education Department (NYSED) is hardly what would be associated with an "investment" by some financial institution.
