Here is the answer:

Level 0 – Pre-primary education تعليم تحضيري
Level 1 – Primary education or first stage of basic education تعليم ابتدائي / بعد سن 5 أو 6 سنوات
Level 2 – Lower secondary or second stage of basic education تعليم متوسط / يبدأ عادة بعد ست سنوات من التعليم
Level 3 – (Upper) secondary education تعليم ثانوي / يبدأ عادة بعد 9 سنوات من التعليم
