This is a blog by the chief economist of a French banking group. I can't grasp how to understand the use of "chantiers" in the following:
"Les résultats du scrutin [European elections in 2019] vont nous permettre d’évaluer s’il y a convergence, ou pas, entre les préférences et priorités des électeurs des différents Etats membres.
Les **chantiers** sont pour autant importants.
Certains pays ont révélé leurs dissensions quant à la manière de gérer l’immigration, les budgets nationaux ou encore, le renforcement de la zone euro"
Is he saying something like "But it's all very messy"? "...a shambles"?
Or "But the stakes are high"?
Or "But they're addressing major issues"?
...?

'Chantier' means 'pagaille' or 'bordel' in French slang.
Messy processes are important within the EU, because they reveal the priorities of member countries and the issues that need to be discussed to create a new consensus. .

: Chantiers would be in the singular if it was meant as slang, and slang is unlikely in this sort of text anyway.

A translation could go something like: "The task upon us is considerable and multipronged" or "Yet we face multiple important challenges"
"Yet the issues to be addressed are major ones"
