The term appear in a set of specifications for the electrical grounding system of a natural gas processing plant in Algeria. It appear in a list of equipment subject to the specifications, along with (among other equipment):
- Câbles de mise à la terre (pour mémoire)
− Répartiteurs de terre
− Connecteurs soudés et outillage correspondant
− Connecteurs à sertir et outillage correspondant

often one uses pro memoria - this is reference to the fact that it is a reminder and something not under the particular heading (usually specified elsewhere as seems to be your case)

Reference to a note When reading further, I found a note ("pour mémoire") that specifies the characteristics of the grounding cable.
