Rónat is of course quite right that Lehrstuhl = chair or professorship. However, the German is a bit convoluted, apparently in an attempt to sound important.
The person who got his doctorate got it in the department of computer-aided manufacturing (or production or whatever term you chose here...). IMHO, you don't really need the reference to the department, either; it's enough to say that he got his doctorate in computer-aided ... from the Heinz-Nixdorf Institute...
