That seems to go best with the 'judicial security' bit, though 'domestic (as opposed to foreign) affairs' is plausible.

I think the first title is shorthand for the official title, which appears widely on the Internet.

Vice Minister of/for National Policy

I think 'national policy' sounds more natural, at least for the US and perhaps Canada as well. Also, as 'internal affairs' is used in the context of police investigating police corruption and such, I'd be inclined to consider other options.

For 'Seguridad Jurídica,' I'd go with 'justice,' as in the US Department of Justice (and the Wikipedia entry referenced by Alex in her agree on Muriel's suggestion, which I also see as an option.

The Home Secretary is responsible for the internal affairs of England and Wales, and for immigration and citizenship for the United Kingdom.
