Vice Minister of/for National Policy
I think 'national policy' sounds more natural, at least for the US and perhaps Canada as well. Also, as 'internal affairs' is used in the context of police investigating police corruption and such, I'd be inclined to consider other options.

For 'Seguridad Jurídica,' I'd go with 'justice,' as in the US Department of Justice (and the Wikipedia entry referenced by Alex in her agree on Muriel's suggestion, which I also see as an option.
