Ситуация такая: у компании есть сад. Канал для полива деревьев перекрыли. Соответствующие органы дали компании лицензию на добычу воды, т.е. они выкопали колодец и построили свою систему добычи воды для полива деревьев.
Как в этом случае назвать добычу воды, чтобы было понятно англоговорящим?

In natural English, the company would most likely be describing how they obtained a permit for drilling a well and set up their own irrigation system. You do not ordinarily speak of "water extraction".
