Secretario de guardia autorizado

Spanish to English Law/Patents Real Estate Agricultural land conflict (Mexico)
Mexican amparo proceedings:

"Mediante escrito recibido por el Secretario de guardia autorizado del Juzgado......de Distrito en el Estado de... el..."

I guess it is a kind of registrar, but it may slightly different from what is known as registrar in Anglo-Saxon judicial systems. Could it be translated as "Secretary of Guard" or something similar?

I didn't mean to offend any sensibility. I over-simplified of course, and I do know how different the British and the US legal systems are, not to mention those of South Africa or Jamaica. I just meant "how to render this in a commonly acceptable English" (given that I don't know if the translation is intended for the US, the UK or others, though I suspect it's for the US). So, sorry for that abuse of language.
And, of course, as most translators nowadays I make many searches, and I wouldn't post any question here without previously performing a proper search. Out of the thousands of documents I have worked on, you can check that I've only posted 3 queries here so far (related to this file which is a headache), none of which has been successfully answered, so I assume that the answers weren't so obvious.

Anglo-saxons??? PLEASE asker, there are no Anglo-Saxons around now, they pre-date us all by many centuries. This term is meaningless in connection with judicial systems. The system you are referring to is used in countries inhabited by Celts, Malaysians, Cypriots, to name only three non "Anglo-Saxon" races. And if a particular race was responsible for developing the Common Law system it was not the Anglo-Saxons at all, but in fact the Anglo-Normans....

Mexico's "recurso de amparo" is found in Articles 103 and 107 of the Mexican Constitution —the judicial review of governmental action—to empower state courts to protect individuals against state abuses. Amparo was sub-divided into 5 legal departments:

Thank you Erzsébet. Indeed, a "secretario de juzgado" is a court clerk, but here it's "secretario de guardia autorizado". Does it refer to specific function, or does it simply refer to any official court clerk being on duty?
Sorry if I haven't made myself very clear. My question was: does "Secretario de Guardia" exist as a standalone title referring to any particular function within the Mexican legal system, which would therefore NOT translate as a mere "court clerk"? "Guardia" is spelt with a capital in the text (I realise now that I hadn't replicated it in my answer), which suggested that it referred to a specific function, but as we all know it too well, they sometimes put capitals everywhere. Of course I've browsed through many similar cases, quite unsuccessfully. So I assume that the answer is no, and that it merely refers to a clerk being on duty.
