Preferred term. From a discussion:
In the US, both "disabled" and "people with disabilities" are acceptable/common usage, but whevenever possible it's preferable to mention the person first. That is, it's more appropriate to say "person with cerebral palsy" or "person with autism" or just a general "person with disabilities." The emphasis should be on the person, not the particular disability.

Thank you, eduard_. My sense is that although "the disabled" is acceptable, "people with disabilities" emphasizes the peoplehood ahead of the disability. Besides, people disabled in one area can be quite functional in many others.

Introduction
On September 28, 2015 Belarus signed the Convention on the Rights of Persons with Disabilities
adopted by the UN General Assembly on December 13, 2006.
After an eight year-long preparation Belarus has become associated with this important
document having become the last country in Europe to sign the Convention.
An Ombudsman Institution does not function in Belarus, and in particular, the one
dealing with the rights of persons with disabilities (according to Article 33 of the Convention,
States Parties are obliged to establish at the national level special mechanisms to promote and
monitor realization of the rights of women, men and children with disabilities). The National
Interdepartmental Council on the problems of disabled persons, defined as the highest
authorized body on disability issues, holds its meetings twice a year
, and therefore cannot act as
an effective coordinator of disability policy. The Council does not invite or admit media to its
meetings. Its schedule, agenda, as well as reports and materials are not published officially.
Thus, it is difficult to expect the Council effectively to develop policies and monitor realization
of the rights of people with disabilities. In practice, the Ministry of Labor and Social Protection
traditionally acts as the country’s disability policy coordinator, with no specified authority. The
Disability Agenda is viewed through social protection and support perspectives, not through the
context of human rights.

Interdepartmental Disability Council of the Republic of Belarus

I prefer the term "disability" rather than "disabled" because it is more encompassing. The term "people with disabilities" is more appropriate than "disabled people" anyway.

Article 5. Republican Interdepartmental Council on Disabled Persons’ Problems

The Council of Ministers of the Republic of Belarus establishes the Republican Interdepartmental Council on Disabled Persons’ Problems to coordinate state policy in relation to problems of disability and to work out concerted actions aimed at ensuring fulfillment of provisions of the present Law. Membership of the Republican Interdepartmental Council on Disabled Persons’ Problems is formed from heads of republican bodies of state administration engaged in issues of labor, employment, social protection, public health care, education, transport, communications, housing construction, culture, sports and tourism, as well as of disabled persons’ public associations and other organizations.

The Prime-minister of the Republic of Belarus heads the Republican Interdepartmental Council on Disabled Persons’ Problems.

Regulations on the Republican Interdepartmental Council on Disabled Persons’ Problems and its personal membership are approved by the Council of Ministers of the Republic of Belarus.

I would translate:

по вопросам инвалидности - лучше перевести как on disability issues,
Здесь речь идет о межвед. совете и проблемы инвалидов решается в гос. уровне, и очень важно. Поэтому здесь лучше использовать issues чем "problems". И не думаю что перевод зависит от того, о какой стране речь идет, просто по разному перевели, но не все правильные.
